Thousands of non-partisan votersī ballots in Democratic Primary could go uncounted if voters fail to follow instructions carefully.

Election law in California permits voters registered as "Decline to State" to vote in the Democratic or American Independent primaries for president. When a voter shows up at the polls, he or she must request a partisan ballot in order to vote in a political party primary. In addition, voters must complete a separate bubble indicating the party in whose primary they are voting.

Election activists have complained to the Los Angeles County Registrarīs office that if voters fail to complete the bubble indicating the party in whose primary they are voting, their presidential selection on the ballot will not be counted. For example, if voters request a Democratic ballot but fail to fill the bubble next to the word "Democratic" at the top of their ballots, then the votersī choices of presidential candidate (Hillary Clinton or Barak Obama) will not be counted.

In response to complaints from a number of sources, including the Los Angeles County Democratic Party, the Acting Registrar, Dean C. Logan, has promised to provide additional training to poll workers tomorrow morning, Tuesday, February 5, 2008.

Copies of the special instructions for non-partisan voters may be obtained from the Registrarīs website at LAvote.net and clicking on "Crossover Instructions."

In addition, the Registrar has agreed to issue a press release describing these procedures. The press release site is located on this page: Press Releases.
