<title>Federal Agency Seeks Independent Report on Presidio Development Proposals</title>

	<![CDATA[The federal agency charged with advising the President and Congress on historic preservation has asked the Secretary of the Interior to prepare a report on the Presidio Trust's plans to build a modernistic art museum, hotel, movie multiplex and other structures in the Presidio of San Francisco, a National Park and National Historic Landmark.  

On August 19, John M. Fowler, Executive Director of the Advisory Council on Historic Preservation (ACHP), sent a letter to National Park Service Director Mary Bomar citing "many unresolved issues" regarding the Trust's proposals and their impact on the Presidio's historic areas.

<title>Illegal Racing Modification Enforcement Results</title>

	<![CDATA[Chula Vista - On Friday Officers from the Chula Vista Police Department conducted an Illegal Racing Modification Enforcement operation in the City of Chula Vista. The operation was part of the Selective Traffic Enforcement Program funded by the California Office of Traffic Safety.  The operation targeted vehicles that have been illegally modified for the purpose of racing.  During the operation 15 citations were issued to drivers with illegal modifications and 13 vehicles were impounded for driver's license issues.  One person was arrested for driving under the influence.

	<![CDATA[San Francisco, CA ... Today, in commemoration of the completion of the new California Academy of Sciences Building, Mayor Newsom cut the ribbon at the new "living roof" bus shelter at the Civic Center.

The California Academy of Sciences, working with the SFMTA, the Department of Public Works, Clear Channel Outdoor and the advertising agency, Heat, renovated the bus shelter on Larkin St. and McAllister (Civic Center) with a "living roof."  This "living roof" is modeled after the 2.5 acre "living roof" on the California Academy of Sciences building, and it is landscaped with a combination of beach strawberries and prunella, which are also planted on the roof of the Academy.

Assembly Majority Leader Alberto Torrico's (D-Newark) bill to create a statewide standard for background checks for emergency medical technicians and to establish a central EMT and paramedic registry passed the state Assembly 59 to 4.  The bill will go to the Governor for his consideration.  


By setting up a central registry, AB 2917 enables employers to determine whether a prospect has had a background check or past action against their certification or license.  It would also require EMTs to be certified within the county they work to prevent "county hopping" by EMTs.

	<![CDATA[SACRAMENTO ... Assembly Majority Leader Alberto Torrico's (D-Newark) bill to give a parent up to seven days to drop off a baby at a designated safe surrender site was overwhelmingly approved 64 to 6 by the state Assembly.  The bill next goes to the Governor.  


Assembly Bill 2262, approved with bipartisan support in both houses, incorporates recommendations made by a state audit concluded earlier this year. 	<![CDATA[SACRAMENTO ... Governor Schwarzenegger recently signed Assemblyman Jose Solorio's (D-Anaheim) Assembly Bill 2553. The new law requires judges to explain their reasons if denying temporary retraining orders in domestic violence cases. The bill was signed just before the California budget impasse prompted the Governor's decree to not sign any legislation until the budget is resolved.

The new law was a response to the practice in courtrooms of "rubber stamping" denials of temporary restraining orders filed by victims of domestic violence. The California Senate approved legislation to provide greater public oversight of the board that regulates the San Francisco Bar Pilots ... the maritime pilots who assist vessels traveling in Bay Area waters. 	<![CDATA[(SACRAMENTO, CA)  The State Legislature passed legislation authored by Assemblymember Noreen Evans (D-Santa Rosa) that could prompt the designation of state wilderness in Lake, Mendocino, Napa, Santa Clara and Sonoma Counties.

	<![CDATA[SACRAMENTO -   With the number of Californians at the age of highest risk for cancer expected to rise to an unprecedented level in the coming decade, the state Senate today passed a bill by Assembly Majority Leader Alberto Torrico (D-Newark) to allow taxpayers to make voluntary contributions on their income tax returns to the California Cancer Center Fund.

<title>Legislation to Tackle Curbside Recycling and Newspaper Theft Clears Senate Floor</title>

	<![CDATA[Sacramento...Today, the California State Senate passed a bill that cracks down on recycling raiders who steal newspapers from news stands and CRV containers from curbside recycling bins. The legislation, AB 1778, provides law enforcement with needed tools to deter theft by placing modest requirements on recyclers who currently engage in large, cash transactions for aluminum cans, plastic and glass bottles, and newspaper. <title>Legislature Sends Governor Bill to Revitalize Bayshore Neighborhood</title>

	<![CDATA[SACRAMENTO ... On a bipartisan 55-14 vote, the State Assembly today approved legislation to help revitalize Daly City's Bayshore community.  Senate Bill 1527, authored by Senator Leland Yee (D-San Francisco/San Mateo), will allow the state to sell a thirteen acre overflow parking lot (Parcel A) within the Cow Palace property in order to bring much-needed amenities to the neighborhood.

<title>Tax Relief for Troubled Borrowers Passes Legislature </title>

SB 1055 will help Californians whose lenders have forgiven a portion of their mortgage debt, by allowing these taxpayers to exclude the forgiven debt from their incomes for state income tax purposes.  Under existing state tax law, mortgage principal forgiven by a lender is taxable to the borrower as ordinary income (not capital gains) in the year in which the debt is forgiven, creating a huge burden on borrowers who are already having trouble meeting their financial obligations. <title>Mortgage Broker Reform Passes Legislature </title>

	<![CDATA[(SACRAMENTO, CA) ... Senate Bill (SB) 1737, authored by Senator Michael J. Machado (D-Linden), passed the State Senate and is now awaiting transmission to the Governor.  The bill would enact a comprehensive series of mortgage broker reforms aimed at fixing many of the problems that helped create California's current mortgage crisis. 


SB 1737 will close various loopholes in the real estate law.  Under existing law, an individual disciplined by the Department of Real Estate (DRE) can go to work for a real estate company overseen by a different regulator.  SB 1737 allows DRE to ban unscrupulous people from working in the field of real estate for up to three years, regardless of who regulates their employer.
