DEMOCRATS MAKE CHARGES AGAINST REPUBLICANS FOR VOTER FRAUD
Democrats in San Bernardino County have made dramatic gains in registering new voters during the past few years.
In 2002 there were 60,000 more Republicans than Democrats in the county. By 2006, the difference was less than 30,000, and in May of this year it was down to 5,000.
On Monday, Aug. 25, the numbers came precipitously close to turning the county "blue," which would have been a national news story, when the Registrar reported that there were just 280 fewer Democrats registered than Republicans.
Then, things began to change, and change drastically. There had been a consistent decline in Republican registration for years, but suddenly more than 500 new Republicans were turned in during the last week of August. Then, another 600 more Republicans were turned in the first week of September.
Democrats from Riverside County next door had recently suffered the same turnaround, published a press release, and turned copies of the fraudulent cards over to the office of the Secretary of State.
Going public has long been the practice for fighting voter fraud, but it merely causes the perpetrators to flee to another state, where they continue their criminal activities, and by the time law enforcement is ready to go after them they are long gone.
The Democrats in San Bernardino County chose to use different tactics with the intent of catching the fraudulent deputy voter registrars to bring them to justice.
The San Bernardino County Democrats set up a meeting with an assistant Registrar in the County office and together they agreed to check up on the new Republicans that were being turned in. The Registrar's office gave the list of new registrations to the Democrats who parceled out the voters which had changed from "Democrat" or "Decline to State" to "Republican." They designed a questionnaire, assigned lists of voters to be called by various volunteers, and made several hundred calls to the voters using the questionnaire to determine what was happening and how it was being done.
Their findings were surprising. Of all the voters who were contacted, more than 80% said they had intended to register Democrat and that their party had been switched without their knowledge or permission.
More than 75% of the phone numbers listed were no good, and these registrations were just two weeks old. Republicans usually require 75% phone numbers on the cards they pay for, so it is necessary to invent phone numbers in order to get paid.
This practice is called "slamming" in political consultant parlance, and it is a felony violation of the California Election Codes that carries penalties of up to 16 months in state prison for each incident.
The Democrats confirmed what an assistant Registrar had told them. The company doing the criminal "slamming" is called "Young Political Majors" (YPM).
YPM is owned and operated by Mark Jacoby, who is contracted by Bill Arno of Arno Political Consultants in Sacramento, and financed by California Insurance Commissioner Steve Poisner.
A Google search using the terms "Mark Jacoby" and "Young Political Majors" reveals that the group has a deep background in voter fraud. Florida Gov. Jeb Bush held a press conference complaining of them in 2004 and the Florida Secretary of State refused to accept hundreds of their fraudulent Republican registrations.
The Massachusetts legislator conducted hearings in 2006, including grilling Bill Arno about his financing of the group, and passed legislation in an attempt to prevent slamming after YPM tricked voters into signing a petition against gay marriage that qualified for the state's ballot.
The local FOX Television station in Boston conducted a seven minute interview of one of Jacoby's employees in which she explicitly explains how Jacoby teaches his employees to conduct voter fraud. The video can be currently viewed on "You Tube."
Last Friday, Sept. 12, San Bernardino County Democrats met with Registrar of Voters Kari Verjil and presented their findings. Today, Sept. 16, Verjil forwarded the Democrats findings to the County District Attorney's Public Integrity Unit with the recommendation that the findings be investigated and the perpetrators be prosecuted for voter fraud.
Today the Democrats received a new list from the Registrar of 4,600 more Republican registrations submitted in the past two weeks which are also suspected to be fraudulent. The Democratic volunteers will start calling those voters this week.
Lists of individual voters who have been slammed and have indicated they would be willing to accept calls from the Registrar or the media will be made available at the press conference.
The County Democratic Party will also announce they are offering a reward of $5,000 for any information leading to the arrest and conviction of any employee of the Young Political Majors, Mark Jacoby, or Bill Arno, and others involved with Republican voter fraud more commonly known as "slamming."
